POSITION MANDATE
Resonance is seeking candidates that are local nationals to serve as the Finance Manager for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project expected to start implementation in July 2022. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives:  
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  
2. Strengthened small-scale fisheries governance.  
3. Increased government and market-based incentives for sustainable seafood products.   
4. Improved protection of ETP marine species affected by fishing practices.  

RESPONSIBILITIES / ESSENTIAL FUNCTIONS

  • Oversee the core financial and accounting functions of the project, including but not limited to: 
  • Assist the project leaders in coordinating project activities, generating schedules and reports, and updating project information, both at the Jakarta office and the field office in Ambon.  
  • Serve as the primary point of contact and accounting specialist responsible for analyzing, evaluating, and coordinating all accounting matters for the Ber-IKAN project and supporting activities. 
  • Provide management and direction for the project’s operating expenses, accounting, activity budgets, voucher processing, payroll, and petty cash coordination. 
  • Serves as the principal manager for the daily operations of all financial management systems, practices, procedures, transactions, and applicable problems and responsible for planning, directing, and administering a comprehensive accounting, payment, reporting, and budgeting system designed to provide project senior leadership management with timely financial information for strategic decision making. 
  • Responsible for the management, tracking and spending of project funds and ensures that these funds are properly accounted for according to applicable guidelines and regulations. 
  • Support activity budget preparation, working with operations and technical teams. 
  • Support the Operations and Finance teams with maintaining project registration documents. 
  • Conduct reviews of subcontracts or grant modifications, process of local subcontractor payments, and effectively manage subcontracts. 
  • Assist project staff in procurement and logistics for project activities. 
  • Maintain electronic and physical files of all payments made to local vendors and grantees organized and up to date. 
  • Assist with USAID, internal, and/or Government of Indonesia (GOI) audit requests. 
  • Ensure compliance with U.S. government regulations, Resonance’s corporate policies, and the laws of Indonesia. 
  • Support other financial, administrative, and human resources functions as needed. 

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree required. 
  • Minimum 7 – 10 years of professional and directly relevant experience. 
  • Work experience in project administration, finance and accounting. 
  • Strong computer skills – advanced proficiency in MS Office (Word, Excel & Power Point) and MS Windows. 
  • Experience with accounting software packages (preferably QuickBooks). 
  • Familiarity with procurement, project financial management, accounting, as well as reporting on accruals, and expenses. 
  • Excellent organizational skills. 
  • Ability to prioritize various daily/weekly/monthly tasks and projects while working in a challenging environment. 
  • Good communications skills. 
  • Ability to work independently and under pressure as well as be part of a team. 
  • Native Fluency in Bahasa Indonesia. 
  • Advanced Fluency in English. 

PREFERRED EDUCATION & EXPERIENCE

  • Previous experience working in USAID or International Organization funded projects.  
  • Familiarity with fisheries management. 
  • Familiarity with Government of Indonesia processes and regulations.  
  • Significant experience working in Microsoft Excel and QuickBooks 
  • Experience in working in a field-based office for an international organization. 
  • Experience preparing financial reports for local government entities and/or international organizations. 
  • Experience supervising employees conducting financial, administrative, and operational tasks. 
  • Experience with project start-up tasks.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
