Strategic Purchasing for Primary Health Care (SP4PHC) is a five-year program supported by a grant from the Bill & Melinda Gates Foundation that supports countries to improve how funds are allocated to healthcare providers in order to achieve the goal of universal health coverage. ThinkWell is working with purchasers and policy makers in five countries (Indonesia, Philippines, Kenya, Burkina Faso, and Uganda) to design and test policy options to more effectively purchase primary health care (PHC) services.

SP4PHC Indonesia is partnering with the Government of Indonesia (GOI) on three strategies, including (1) working with Indonesia’s national health insurance scheme (JKN) to improve how it purchases health services, (2) strengthening how district health offices purchase services from PHC providers, as well as (3) supporting GOI in the development of telemedicine and digital health in Indonesia. The work would also service as a bridge between the Ministry of Health Digital Transformation Office and private sectors in the telemedicine field.


GENERAL RESPONSIBILITIES

The Telemedicine Strategy Analyst will report to the Health Policy Technical Advisor and will help the ThinkWell team to further refine its strategy and activities on telemedicine. The Telemedicine Strategy Analyst will provide quantitative and qualitative data analysis to inform policies related to strategic purchasing and telemedicine, specifically on conducting a landscaping assessment of the current status of telemedicine in Indonesia, what needs it can fill in the current health system, and policy options for integrating telemedicine into the formal health system in Indonesia, especially from a financing perspective. Additionally, key activities will also include exploration of how digital health and data can support and improve purchasing mechanisms in alignment with GOI’s transformation agenda in digital health, assessing the possibility of public and private sector partnership in telemedicine and how services based on telemedicine can be implemented in PHC and hospital services as well as integrated into JKN system.

Key purchasing topics that should be explored include how the MOH or BPJSK can contract and reimburse telemedicine providers, the regulations and policies that need to be in place to underpin the integration of telemedicine and what this sequence may look like, linkage between telemedicine providers with other PHC providers in the health system, and how telemedicine can be expanded to cover non-COVID-19 services and what needs it could fill (e.g. non-communicable disease monitoring, FP counseling).

This is a full-time staff position based in Jakarta, Indonesia. The Telemedicine Strategy Analyst will work closely with Senior Telemedicine Policy Expert along with the stakeholders within the Indonesian Ministry of Health, specifically Digital Transformation Office and Center for Data and Information Technology (Pusat Data dan Teknologi Informasi; PUSDATIN) to support telemedicine programs and other digital related health related projects.

SP4PHC-Specific Responsibilities:

Program design and implementation

  • Further refine goals, activities, and timeline on SP4PHC Strategy 3 (i.e. supporting GOI in the continued development of telemedicine and digital health related to purchasing in Indonesia) with ThinkWell team.
  • Support Ministry of Health (MOH) on development of digital service delivery models and telemedicine, planning, preparation and execution, as well as advocacy.
  • Support the design and implementation of telemedicine, with a specific focus on purchasing and financing element of telemedicine, and integration of telemedicine into the Indonesia health systems, with a specific focus on contracting of telemedicine service providers with BPJSK.
  • Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
  • Create graphics and visualizations of quantitative and qualitative data.

Research

  • Collaborate with Senior Telemedicine Advisor to undertake research in alternatives of purchasing telemedicine and its related effectiveness, role of digital service delivery models in expanding access and improving quality of care of clinical service, and lessons learned from other developing countries in integrating telemedicine into the formal health system.
  • Develop research protocols, including data collection instruments such as surveys and semi-structured interview questionnaires, and support validation of instruments.
  • Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.
  • Data collection and analysis for country research studies. Data collection may entail working closely with stakeholders.

Data Management

  • Develop and manage data collected related with telemedicine and digital health both in public and private sector.
  • Analyse data and synthesize information to be included as part of deliverables.

Project Reporting and Representation

  • Draft or revise sections of donor reports and coordinate team member input.
  • Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events.
  • Develop and maintain strong working relations with technical and management units in partner organizations (including MOH, private telemedicine providers, alliance of private telemedicine providers, and other relevant stakeholders).
  • Arrange interviews, discussions, and meetings with various stakeholders related to telemedicine, digital health system, and others as required.
  • Actively participate in virtual discussions with ThinkWell members from other projects and other countries.

Qualifications

  • Education: Master’s degree in Business Administration, Health Administration, Technology Information, Medicine, Public Health, or related field;
  • Five years of experience in public health, health economics, global health, or related fields;
  • At least two years of experience working in the telemedicine area, within either the public or private sector;
  • Having professional networks with private sector in telemedicine area is preferable;
  • Relevant work experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO in low- or middle-income countries;
  • Advanced proficiency in Excel and PowerPoint required;
  • Having some working experience conducting research, especially using qualitative method (such as in-depth interview, FGD);.
  • Exceptional analytical, research and problem solving capabilities;
  • A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
  • Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders;
  • Full English fluency, second language a plus;
  • Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas; and
  • Ability and willingness to travel up to 25%.
