The Senior Analyst (SA) is a budding leader in their technical area of health policy or financing in Indonesia. The SA should also have a clinical background so that they can support the team by providing medical perspectives across our activities.
The SA is a subject matter expert in health policy or financing analysis and how it relates to the medical field. The SA leverages that expertise to support and conduct high level analysis, generate insights, influence policy and to support program design and execution. The SA is responsible for supporting (on behalf of the Ministry of Health) a consortium to pilot primary health care transformation agenda in Indonesia. The SA is expected to contribute to the development and active dissemination of high-quality technical knowledge products.
The SA works as a key member of the Strategic Purchasing for Primary Health Care (SP4PHC) project, which is supported by a grant from the Bill & Melinda Gates Foundation that provides technical assistance to countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.
In Indonesia, SP4PHC is working with Ministry of Health (MOH) since the late 2022 on supporting the MOH’s Health Transformation agenda, and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing three strategies, which aim to improve how JKN purchases PHC services, optimize flow of funds via districts to PHC providers, and foster integration of telemedicine into purchasing arrangements for PHC services.
SP4PHC has been tasked as a coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, universities, and external stakeholders can work together to diagnose and improve purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium will include fund flow tracking, health performance assessment, and capacity building.
To support these strategies, several activities related to the health system, financing, and policy will be carried out. The SA will be a core technical member of the SP4PHC Indonesia team and will report to a Director. This is a full-time position based in Jakarta, Indonesia (Indonesian nationals only).
Data Analysis for Policy Reform
- Provide medical insights in conducting analyses to build evidence that informs policy
- Support the generation of evidence and insights from the Consortium implementation, and work with the MoH and partners to incorporate these into policy development and roll-out
- Assist the team to streamline study results, especially from the medical perspective, produced by universities within the Consortium to ensure it is aligned with the Ministry of Health’s directives
- Support team to generate targeted evidence and provide technical support to MOH and BPJS-K on improving JKN and work with these partners to incorporate these findings into policy development and roll-out
- Support construction and costing of INA Grouper as a payment mechanism within Indonesian national health insurance scheme, as requested by MOH
- Lead analyses on various medical issues within the framework of public health and health system in Indonesia
- Prepare data for analysis, documenting the study protocol and upholding good research practice
- Analyze data and synthesize information, especially as it relates to strategic purchasing
- Conduct literature reviews related to current evaluations, studies, publications on national health insurance, primary health care, telemedicine, and other topics as required
- Collect qualitative and quantitative data from MoH, BPJS-K, and other partners
- In collaboration with the Technical Advisor, undertake scenario development of strategic purchasing and primary health care to provide quality care for JKN members
- Prepare communications for policy and technical meetings or forums
Data Analysis for Learning Agenda and Knowledge Management
- Collaborate with Telemedicine Strategy Analyst to draft manuscript on telemedicine landscape in Indonesia, with a focus on its financing and its use in primary health care
- Support data collection and synthesis for the learning agenda based on key evaluation and learning questions
- Synthesize M&E data for the learning agenda and to inform policy-oriented reports and analyses
- Liaise with the Deputy Director of Learning and participate in global learning agenda forums
- Contribute to the development of knowledge management systems
- Maintain project database of all data, information, reports, technical papers, and publications
- Draft policy reviews, policy briefs, national and international scientific publications
Technical Support and Pilot Implementation
- Collaborate with Telemedicine Strategy Analyst to support Ministry of Health (Digital Transformation Office) on development of digital service delivery models and telemedicine, planning, preparation and execution, as well as advocacy
- Collaborate with Telemedicine Strategy Analyst to support Ministry of Health’s telemedicine regulatory sandbox, which will test the design and implementation of telemedicine by private providers in partnership with Indonesian Telemedicine Alliance
- Contribute to the design of strategic purchasing pilots to test policy options at the district level
- Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate the pilot project
- Together with project partners, support the development of data management systems and ensure data quality for pilot projects
- Provide technical inputs and support the development of a private sector engagement strategy
- Provide technical support to the government and private sector partners as required
Strategic Partnerships
- Develop and maintain strong working relations with technical and management units in partner organizations (MoH, BPJS-K, subnational Health Offices, other health financing development partners, and private sector agencies)
- Arranging interviews, discussions, and meetings with various stakeholders related to JKN, PHC, telemedicine, and others as required
- Contribute to the development of strategic networks and partnerships to build the portfolio of ThinkWell Indonesia
- Contribute to the development and maintenance of project workplans and planning/reporting

- Bachelor’s degree from medical school
- Preferably master’s degree in public health, health economic, health system or health policy
- Have relevant working experience at least 7 years for bachelor’s degree or 5+ years for graduate degree; experience in telemedicine and/or digital health preferred
- Have experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO
- Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA) preferred
- Exceptional analytical, research and problem-solving capabilities
- A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work
