POSITION MANDATE
Resonance is seeking candidates that are Indonesia nationals to serve as Surveillance and 
Enforcement Specialist for the USAID/Indonesia Ber-IKAN Activity, a five-year project that runs through July 2027. The USAID Collaborative Fisheries Management or “USAID Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives: 
1. Improved adoption of and compliance with fisheries policies 
2. Strengthened small scale fisheries governance 
3. Increased government and market-based incentives for sustainable seafood 
4. Improved protection of endangered, threatened, and protected species (ETP) 

RESPONSIBILITIES / ESSENTIAL FUNCTIONS
The Surveillance andEnforcement Specialist position for the Ber-IKAN Activity will involve direct interactions with national, provincial, and local stakeholders, and assist the Senior Fisheries Management Specialist and Deputy Chief of Party with overall project implementation and management tasks. S/he will contribute to successful, positive relationships with stakeholders at all levels, and be expected to actively and creatively contribute to ideas, concepts, innovations, and implementation of USAID Ber-IKAN activities supporting key stakeholders. This includes, but is not limited to:  
Provide leadership and contributions in the area of strengthened surveillance, enforcement, and compliance with fisheries laws, regulations, and policies.  
Contribute to USAID Ber-IKAN annual work planning process including designing strategic and cost-effective activities in collaboration with KKP, DKPs, other stakeholders, the USAID Ber-IKAN technical team, and Resonance HQ technical teams based on country context, best practices, and evidence-based learning. 
Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries in national fisheries management areas (WPP) 711 and 715. 
Work with Ministry of Marine Affairs (KKP) and Provincial Departments of Marine Affairs and Fisheries (DKP) to support inter-provincial coordination on enforcement, licensing, and compliance with laws, policies and regulations among provinces in WPP 711 and 715. 
Work in collaboration with other USAID Ber-IKAN technical team members to improve the enabling environment for sustainable fisheries management and governance.  
Work with the USAID Ber-IKAN lead for Endangered, Threatened, and Protected(ETP) marine species to improve protection of ETP species affected by fishing practices. 
Work with other USAID Ber-IKAN technical team members to improve the operation and systems supporting community-based enforcement and reporting committees (POKMASWAS). 
Support strengthened capacity of provincial, district (kabupaten), and local community capacity in marine and fisheries surveillance and enforcement, including through the improvement and use of technology, innovations, systems, and partnerships. 
Contribute to the successful achievement of Ber-IKAN results by ensuring the quality and timely of deliverables as well as the design and implementation of activities, including the grants program. 
Contribute to timely and quality program reporting on quarterly, semi-annual, annual schedules according to USAID guidelines and contract requirements. 
Support theChief of Party and Deputy Chief of Party on USAID-requested tasks and deliverables. 

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in a relevant field (fisheries management, natural resource management, marine and coastal studies, or a related field with a degree work focused on fisheries highly preferred) 
  • At least five years of implementation and management experience on international donor programs in Indonesia, with USAID experience strongly preferred. 
  • Proven technical experience in Indonesia in sustainable fisheries management, coastal resource management, or relevant technical area, and familiarity with best practices in fisheries enforcement and compliance at national, provincial, and community levels. 
  • Demonstrated experience liaising with government, private sector, and non-governmental representatives. 
  • Demonstrated leadership and self-motivation in project implementation, including technical and analytical skills, and experience working in teams across geographic areas. 
  • Proven ability to respond quickly to emerging and evolving tasks. 
  • Strong ability to use Microsoft Office products (Word, Excel, and Power Point) and provide quality written products. 
  • Strong interpersonal and teamwork skills. 
  • Excellent written and oral communications skills in English and Bahasa Indonesia. 
  • Indonesian citizenship. 

PREFERRED EDUCATION & EXPERIENCE

  • Masters degree in a fisheries science or management, fisheries technology or a related field. 
  • Demonstrated experience influencing, developing, and implementing fishery enforcement policies and plans. 
  • Experience conducting GIS and spatial analysis (to support the implementation of the project’s ris 
  • k assessment toolkit)  
  • Familiarity with Government of Indonesia processes and regulations. 
TRAVEL EXPECTATIONS 
The employee must be able to travel domestically within Indonesia up to 50% for work assignment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
