POSITION MANDATE
Resonance is seeking candidates that are Indonesianationals to serve as the Supply Chain and Traceability Specialist for the USAID/Indonesia Ber-IKAN Activity office based in Jakarta, Indonesiato coordinate the project’s activities across WPPs 711 and 715. The Supply Chain and Traceability Specialist also be responsible for coordinating with relative Government of Indonesia (GoI), private sector partners, NGOs’ and other donor projects as appropriate to strengthen supply chains and traceability of catch for key fisheries being addressed by USAID’s Ber-IKAN program. The USAID Collaborative Fisheries Management or “USAID Ber-IKAN” Activity is a five-year project that runs through July 2027 and seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives: 
1. Improved adoption of and compliance with fisheries policies 
2. Strengthened small scale fisheries governance 
3. Increased government and market-based incentives for sustainable seafood 
4. Improved protection of endangered, threatened, and protected species (ETP)

RESPONSIBILITES / ESSENTIAL FUNCTIONS
The Supply Chain and Traceability Specialist position for the Ber-IKAN Activity will involve direct interactions with national, provincial, and local stakeholders, and assist the PSE and Partnership Specialist and Deputy Chief of Party with overall project implementation and management tasks. S/he will contribute to successful, positive relationships with stakeholders at all levels, and be expected to actively and creatively contribute to ideas, concepts, innovations, and implementation of USAID Ber-IKAN activities supporting key stakeholders. This includes, but is not limited to:  
Working with partners and stakeholders to increase strengthen traceability in key fisheries in Indonesia. 
Working with the USAID Ber-IKAN Small-Scale Fisheries Data Management Specialist to integrate activities supporting improved data capture and management supporting supply chain analysis and improved traceability in small-scale fisheries. 
Identify and assess new low/no cost approaches and technologies for improved catch data and traceability. 
Develop and implement programs that engage stakeholders in catch tracking and reporting, including at the community, district, provincial, national, and corporate levels. 
Work with KKP and private sector companies to increase interconnectivity of government eCDT systems, fisheries information systems, and industry eCDT systems via KKP’s eLogbook and Stelina systems to improve data synchronization from production to market to improve and reduce the cost of meeting traceability requirements and meet foreign important requirements. 
Support KKP in developing support for KKP Regulation No.29/2021 to scale its eLogbook and traceability systems using a holistic, systems-based approach. 
Support KKP and industry to review traceability systems, identify tools, and develop partnerships with industry and technology firms that support identification and verification of interoperable, inclusive, and scalable eCDT systems in priority fisheries. 
Broker 10 partnerships that foster more resilient supply chains and traceability systems that support sustainable fisheries and improved market access. 

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in relevant field(fisheries management, natural resource management, marine and coastal studies, technology innovation or a related field with demonstrated linkages to the position responsibilities, with fisheries-based experience required). 
  • At least five years of implementation and management experience on fisheries supply chains and fisheries traceability systems, with knowledge of international good practices required. 
  • Proven technical experience in Indonesia in supply chain management, sustainable fisheries management, fisheries traceability and related certification systems, or relevant technical area, and familiarity with best practices in fisheries supply chains, processing, and fisheries supply chain transportation at national, provincial, and community levels. 
  • Demonstrated experience liaising with government, private sector, and non-governmental representatives. 
  • Demonstrated leadership and self-motivation in project implementation, including technical and analytical skills, and experience working in teams across geographic areas. 
  • Proven ability to respond quickly to emerging and evolving tasks. 
  • Strong interpersonal and teamwork skills. 
  • Excellent written and oral communications skills in English and Bahasa Indonesia 
  • Indonesian citizenship 

PREFERRED EDUCATION & EXPERIENCE

  • Minimum of five years-experience working with fisheries supply chains and fisheries traceability systems.   
  • Experience developing partnerships between private sector actors, NGOs, business associations and local/national governments.
TRAVEL EXPECTATIONS 
The employee must be able to travel domestically within Indonesia up to 50% for work assignment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
