ThinkWell is recruiting a dynamic and experienced Project Director to lead our Strategic Purchasing for Primary Health Care (SP4PHC) project in Indonesia. SP4PHC is a nine-year project funded by the Bill and Melinda Gates Foundation that is supporting countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage. The Project Director (PD) leads the project team and plays a key role in grant management and external representation under the guidance of the SP4PHC Program Director.

The PD brings substantial technical and managerial expertise, in-country experience, and industry knowledge in the field of strengthening health systems, with a focus on health financing. A strong practical understanding of district health systems is essential. The ideal candidate is a hands-on manager, enthusiastic about shaping the growth of a strong project team. S/he is an outstanding communicator, able to convey complex ideas clearly, and s/he leads communication with partners outside of Indonesia, including the donor and the wider ThinkWell.

The PD works closely with the project Senior Technical Advisor, who leads engagement with the Ministry of Health and research partners in a Primary Health Care ‘consortium’ and provides technical mentorship to the project team.

Location: Jakarta, Indonesia

This is a full-time position. The PD reports to the Country Director and supervises project staff.

Leadership

  • Lead the implementation of the SP4PHC program and take responsibility for program results in Indonesia.
  • Participate in the SP4PHC Project Leadership Team with representatives of 5 other project countries.
  • Lead the development of project logical frameworks and workplans.
  • Oversee project implementation, ensuring timely and effective delivery of strategic and project objectives.
  • Provide direct technical assistance in one or more of the following: strategic purchasing, public financial management, information systems.
  • Ensure production of high-quality outputs. Lead the development of and/or provide written input to technical documents, project status reports, blogs and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences.
  • Work closely with the Indonesia Deputy Country Director (DCD) to ensure the project is adequately resourced and set up for success.
  • Collaborate with the DCD and with contracts and compliance staff globally to ensure all programs are in compliance with donor contractual obligations and adhere to ThinkWell requirements.
  • Ensure development of cost effective and realistic budgets and monitor project expenditure to ensure budgets are adhered to.
  • Manage and monitor project sub-contracts, including with four university partners in the PHC consortium.
  • Represent ThinkWell locally and internationally. Consult and coordinate with key stakeholders within government, donors, and other entities to build ThinkWell program and reputation.

Team Management

  • Lead by example, delegate effectively, demonstrate integrity, motivate and inspire others.
  • Effectively manage in-country SP4PHC project team, proactively growing team members by focusing on their professional development and capacity building in coordination with the Senior Technical Advisor and with ThinkWell’s Learning and Development hub.
  • Develop Terms of References for project consultants and supervise their work
  • Communicate with other ThinkWell project managers globally to build, share, exchange and disseminate technical knowledge.
  • Conduct regular support visits to project locations, including the four consortium districts, to provide direction and support to ThinkWell staff and partners.

New Business Strategy and Development

  • Under the direction of the country director, contribute to the design of new projects, including building relationships and proposal development.
  • Collaborate with Design Lab to collect, analyze and pursue new business information and contacts locally.

  1. Masters in health economics, public health or other related field and at least 10 years of relevant experience;
  2. Substantive experience in relevant health systems work with a development agency, NGO, or government; experience in health financing in the public sector is required;
  3. Proficiency in MS Excel, Office, PowerPoint is required. Proficiency in other MS Office suite is desirable;
  4. Fluency in written and spoken English;
  5. Exceptional analytical and problem-solving capabilities;
  6. Strong writer with an established track record of preparing high-quality technical reports, policy briefing materials, and presentations;
  7. A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
  8. Demonstrated poise and professionalism in engaging with external partners, donors, government and stakeholders;
  9. Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
  10. Ability and willingness to travel about 25% of time.
