POSITION MANDATE
Resonance is seeking candidates that are local nationals to serve as the Small-Scale Fisheries (SSF) Lead for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project expected to start implementation in July 2022. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives:
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
2. Strengthened small-scale fisheries governance.
3. Increased government and market-based incentives for sustainable seafood products.
4. Improved protection of ETP marine species affected by fishing practices.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS

The SSF Lead will oversee the design and implementation of strategies and activities under USAID Ber-IKAN Activity Objective 2, “Strengthening Small-Scale Fisheries Governance.” The Lead will serve as a facilitator to integrate SSF into policy processes, work to strengthen the capacity of local associations and groups representing small-scale fishers and traders, support improvements in availability and quality of SSF catch data, and drive replication of collaborative management arrangements.

Functions of the position may include, but are not limited to:

POLICY ALIGNMENT:

  • Collaborate with the GOI, KKP, and DKP to align policies and regulations to support SSF production, development, and sustainability.
  • Host dialogues with SSFs, community-based organizations (CBOs), and industry associations to ensure community feedback on SSF guidelines and policies.
  • Lead advocacy and alignment with GOI, KKP, and DKP on communicating fishery reforms to SSF constituencies

CAPACITY DEVELOPMENT

  • Lead SSF coordination and engagement with CBOs, universities, and local partners.
  • Oversee development and implementation of SSF leadership cohort.
  • Work alongside Ber-IKAN’s Private Sector Engagement Expert to support capacity development of business groups, bundas, cooperatives, and small and medium enterprises (SME).
  • Work alongside Ber-IKAN implementing partners to support small-scale fishers/traders to expand their access to finance through lending programs, business trainings, and fintech.

SSF CATCH DATA

  • Supervise the project’s SFF Data Management Specialist.
  • Support KKP, DKPs, supply chain actors, and communities to test and scale technological solutions and incentive programs to increase the use of and quality of catch data from SSF.
  • Support KKP in hosting dialogues with SSF organizations, CBOs, and industry associations to refine SSF eCDT guidelines.

COLLABORATIVE MANAGEMENT PLATFORMS

  • Collaborate with project partners to expand effective incentives schemes and governance structures for collaborative SSF management.
  • Oversee implementation of grants to CBOs to replicable SSF co-management and economic improvement models.

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in a relevant field (natural resource management, fisheries management, marine science, coastal fisheries development, etc.).
  • At least eight years of relevant professional experience working in small-scale or artisanal fisheries, preferably in remote parts of Indonesia (can substitute two years of experience with a Masters’).
  • Track record of achievement in a previous or similar role, including experience managing complex programs, staff, workloads, and finances under deadlines.
  • Comfort speaking and working with diverse stakeholders (fishers/suppliers, private sector actors, technology providers, government officials – local, provincial, and national).
  • Strong ability to use Microsoft Office products (Word, Excel & Power Point) and provide quality written products.
  • Previous experience working with international donors (like USAID), foundations, or international NGOs.
  • Ability to travel domestically (up to 25%).
  • Strong verbal and written communication skills (Native Fluency in Bahasa Indonesia/Advanced Fluency in English), with the ability to communicate tactfully.

PREFERRED EDUCATION & EXPERIENCE

  • Masters’ degree in a fisheries science or management, fisheries technology, or related field
  • Experience in small-scale fisheries program and project conceptualization and design
  • Demonstrated experience influencing, developing, and implementing fishery policies and plans
  • Experience in community organization, financial inclusion and empowerment, and/or fishery technology implementation.
  • Experience supervising multi-disciplinary professional staff, with responsibility for performance management, training, and career development; establishing clear directions and set objectives.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
