The Project Director will be responsible for the overall technical leadership and management for a potential Health Technical Assistance Project (Bantu Dua), a five-year USAID bilateral contract for the provision of Health Technical Assistance. Bantu Dua will identify, recruit, hire, administer and support qualified individuals or organizations that will provide short or long-term technical assistance directly to the Government of Indonesia (GoI) as needed and requested by USAID. The Activity will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the GOI, and other relevant stakeholders.
The Bantu Dua Project Director reports to a Program Director based in Thinkwell’s U.S. office and oversees the overall management of the contract, including the implementation of Bantu Dua’s activities, monitoring, evaluation, and learning. S/he will be responsible for the technical supervision of all aspects of contract work, including development and management of the recruitment database, consultant identification and management, internal and external communication, and submission of reports and other contract deliverables. Working closely with USAID and other stakeholders, s/he will determine client needs and ensure timely identification, recruitment, and placement of short-term and long-term expatriate, regional, and/or local technical experts.
This is a full-time position based in Indonesia and is contingent on ThinkWell securing the proposal.
Responsibilities:
- Provide overall leadership, vision and direction for the project, responsible for overall implementation, results and management for the contract.
- Serve as the primary point of contact with USAID/Indonesia to identify short-term and long-term needs for technical recruitment and contribute significantly to the institutional strengthening objectives of USAID/Indonesia.
- Oversee all aspects of technical and administrative management, including the recruitment, selection and placement of technical experts, as well as play a critical role in organizing consultancies.
- Oversee and monitor the mentoring and supervision of consultants’ technical performance
- Lead internal and external communication between all stakeholders, and submit timely reports and other contract deliverables.
- Supervise the development and management of recruitment database of technical experts and local organizations.
- Develop and oversee the creation, tracking and timely submission of work plans, monitoring and evaluation plans, and technical and administrative reports.
- Ensure compliance with USAID, GoI and DAI rules and regulations in all project activities.
Team Management

Finance, Operations and Contracts Administration
- Work with ThinkWell Agility (Operations) team to maintain operational excellence for the Indonesia office including policies, procedures and systems as well as banking, inventory management, licensing, insurance, visas, business registrations, etc.
- Take responsibility for the effective use of donor resources and compliance with all rules, regulations and laws.
- Collaborate with contracts and compliance staff globally to ensure adherence to all company and external requirements.
- Ensure stringent management of financial systems, including financial tracking, recording of financial transactions, financial risk management, fraud prevention. Oversee monthly financial projections and cash flow.
- Manage and monitor project sub-contracts (if any.)
- Manage local procurement of goods and services including local consultants.
External Representation
- Represent Thinkwell, establish and sustain collaborative working relationships with USAID, Ministry of Health (MOH), other relevant government representatives, partners, and key stakeholders.
- Coordinate with key stakeholders within government, donors, and other entities to build ThinkWell program and reputation.
- Represent ThinkWell in-country and be the focal point with all local, external clients, partners, donors, etc.

- Bachelor’s degree from an accredited four-year institution required.
- A minimum of 7 years of demonstrated experience in international development required,
with at least 3 of the 7 years resident in a developing country. Indonesia country
experience preferred. - Demonstrated knowledge of United States (U.S.) Government rules, regulations, policies,
and procedures as they relate to managing an international development project and
hiring or subcontracting with consultants required. - Demonstrated broad knowledge of current global public health program priorities and
approaches required. - A minimum of 3 years of demonstrated successful experience required as a senior
manager of a program providing technical assistance in health, nutrition, or population in
a developing country. - Demonstrated experience hiring and placing international technical advisors for
international public health programs in Indonesia required. - Proven track record in budgeting and financial management.
- Demonstrated ability to engage effectively with external strategic partners, donors, government ministries and stakeholders.
- Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations as well as across work areas.
- Must be willing and able to travel throughout Indonesia.
- Strong writing and oral presentation skills.
- Fluency in English required; Bahasa Indonesian language ability is a plus.
