POSITION MANDATE
Resonance is seeking candidates that are local nationals to serve as the Procurement and Logistics Officer for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project expected to start implementation in July 2022. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives:  
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  
2. Strengthened small-scale fisheries governance.  
3. Increased government and market-based incentives for sustainable seafood products.   
4. Improved protection of ETP marine species affected by fishing practices.  

RESPONSIBILITIES / ESSENTIAL FUNCTIONS

  • Manage procurement/logistics requests related to supplies, materials, and other items for project activities. 
  • Ensure all procurement requests are completed with the required information and maintain a filing system to track purchase requests (open/closed). 
  • Maintain an efficient inventory system for procured goods and materials, including office equipment. 
  • Assure that sub-contracts, consultant contracts, other service contracts, and purchase orders awarded by the project are in compliance with Resonance procurement policies, USAID rules and regulations, and Indonesian law. 
  • Oversee payment preparation and documentation and liaise closely with the Finance Manager concerning payment and delivery of goods and services. 
  • Maintain records of all transactions, implement an efficient filing system for records of all quotations, procurement processes, records of expenditures, receipts, purchase order forms, etc. are kept accountable and easily accessible by managers. 
  • Manage property usage/disbursement (maintain records of handover, loss, missing, damage, returned) and responsible for proper recording of the project office assets. 
  • Ensure compliance with U.S. government regulations, Resonance’s corporate policies, and the laws of Indonesia. 
  • Support other financial, administrative, and human resources functions as needed. 
  • This position will report to the project's Operations and Finance Director. 

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree required. 
  • Minimum 3 – 5 years of professional and directly relevant experience. 
  • Work experience in project administration, procurement, logistics, and/or international development. 
  • Strong computer skills – proficiency in MS Office (Word, Excel & Power Point) and MS Windows. 
  • Familiarity with preparing procurement reports for internal and external audiences. 
  • Proven experience in working collaboratively with Indonesian government units at all levels as well as with local NGOs. 
  • Experience with managing procurement procedures for international organizations. 
  • Strong attention to detail, accuracy and organizational skills with ability to be flexible and work well under pressure in a multi-tasking setting. 
  • Ability to work independently and under pressure as well as be part of a team. 
  • Native Fluency in Bahasa Indonesia. 
  • Advanced Fluency in English. 

PREFERRED EDUCATION & EXPERIENCE

  • Previous experience working with USAID or international organizations.  
  • Familiarity with Government of Indonesia regulations. 
  • Significant experience working in Microsoft Excel  
  • Experience in working in a field-based office for an international organization. 
  • Experience preparing property reports for local government entities and/or international organizations. 
  • Experience supervising employees conducting procurement tasks. 
  • Experience with project start-up tasks. 
WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
