In Indonesia, ThinkWell is implementing the USAID Indonesia Health Financing Activity (HFA), a five-year project. ThinkWell and its partners work closely with its government counterpart, the Ministry of Health’s (MoH) Center for Health Financing and Insurance (Pusjak PDK), and secondary counterparts BPJS-K, Ministry of Finance (MoF), DJSN, provincial and district authorities.

The Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Assistant will report to the MERLA Specialist and assist with a range of tasks related to MERLA activities and operational support across a range of ThinkWell in-country projects, specifically USAID HFA. This is a fixed-term employment agreement from October 2022 to September 2023, with the possibility of an extension. This position is based in Jakarta, Indonesia.

What you’ll do

HFA-Specific Responsibilities

  • Support the MERLA Specialist and Health Financing Specialist for HFA activities and routine reports.
  • Prepare project correspondence for HFA as needed, such as terms of references, letters, meeting agendas, notes from technical reviews, key informant interviews, and project workshops.
  • Prepare the HFA Performance Indicator Tracking Table to be included in the biannual reports
  • Update the HFA product tracker and filling system on a quarterly basis.
  • Support the MERLA specialist in developing and updating the Activity Monitoring, Evaluation, and Learning Plan (AMELP) in consultation with USAID/Indonesia and HFA partners.
  • Support qualitative and quantitative primary data collection and analysis across a range of HFA activities.
  • Work closely with other HFA and ThinkWell staff.
  • Perform other tasks as requested by MERLA and Health Financing Specialist.
  • Draft or revise sections of donor reports and coordinate team member input.
  • Develop and finalize compelling PowerPoint slide decks, which are logically organized and visually appealing.
  • Draft project documents consulting style PPT formats, ensuring high-quality formatting and visuals in both ThinkWell and HFA templates.
  • Occasionally represent ThinkWell with external partners, donors, or stakeholders at meetings and events.
  • Assist with various project administrative and operational responsibilities, including project training, communications, organizing meetings and workshops, coordinating travel, and drafting donor correspondence.
  • Organize and manage version control for project documents, including Excel workbooks, narrative reports, and PowerPoint slide decks, to facilitate team efficiency and accuracy
  • Support best practices documentation and file organization for the team, including documentation of meeting minutes, recordings, videos/photographs, event, and trip reports.

Qualifications
  • A bachelor’s degree or higher in biostatistics or econometrics.
  • 3+ years of professional experience advance statistical analysis, particularly in health sector
  • Excellent analytical and research skills; ability to compile and summarize background information and review literature as needed.
  • Proven experience with published writing on multivariate analysis.
  • Excellent computer skills, including familiarity and experience working with STATA, Microsoft Word, Excel, and PowerPoint.
  • Ability to work with large databases, including national, sub-national, and household data.
  • Strong interpersonal skills and cultural sensitivity, to effectively communicate with government officials, development partners, other staffs, and stakeholders.
  • Ability to work remote effectively; and be proactive, flexible, conscientiousness, and responsive.
  • Good verbal and written communications skills in English and Indonesian.
