About the Role
GoTo is the largest technology group in Indonesia that combines e-commerce, on-demand and financial services. Through GoTo Financial (GTF), GoTo develops its payments and financial services offerings to provide an enhanced financial experience to consumers, drivers, and merchants, and also to reach more underserved segments in Indonesia to increase financial inclusion. GTF’s portfolio of products and services includes, among others, Gopay, Midtrans, Gopaylater, GoBiz, Moka, and Selly. In the years to come, GTF will continue its business expansion to be the largest payment and fintech ecosystem for MSMEs, merchants, as well as consumers everyday life, and the complexity works of Public Policy and Government Relation (PPGR) are evolving as well to support it.
As the Head of PPGR in GTF, you will report directly to the Head of Payment and Financial GTF while also maintaining close coordination and indirect report to the Chief of PPGR GoTo. You will lead the PPGR team in GTF and act as the bridge between GTF and various government/regulatory stakeholders. You are responsible for providing strategic advocacies and translating GTF business to the government/regulators stakeholders to ensure support for public policy initiatives and expediting approval from the government/regulator for GTF new products and businesses. You are expected to develop related strategies that involve cross multiple teams and functions/products, set plans, and manage the team to ensure delivery of company priority agendas. You will take the ownership over the partnerships with the government/regulator and be accountable not only to maintain and strengthen these ties, but also establish new partnerships that can help build up and bolster public policy awareness and positions of GTF as the most preferred financial services platform.
What You Will Do
- Design, direct and lead advocacy strategy to the Government and Regulators to secure government support/acceptance on GTF products and businesses, including financial inclusion.
- Identify, monitor and analyze relevant policy trends and regulations of importance to the GTF.
- Provide expert advice to business units on the financial business/product initiatives to be aligned between business priorities and regulations or public policy objectives.
- Identify and pursue opportunities for GTF to address government challenges and opportunities while working with associations, industry partners, public interest groups, and other allies to promote and build support for public policy positions
- Develop a comprehensive relationship program and build strategic partnership with government, authorities, and other key policy stakeholders to support and protect GTF interest.
- Represent GTF’s positions in partnership with the Government, Regulators, industry associations, and other industry organizations
- Serve as a partner on the larger PPGR Team to ensure staff and programs of PPGR-GTF are appropriately coordinated with the larger PPGR's program of work
What You Will Need :
- A Bachelor's or Master’s degree in Finance, Economics, Business Administration, Public Policy or other relevant field.
- At least 8 years of relevant cumulative public policy experiences working within the financial industry, consultancy, technology industry, government and regulatory agencies, or think tanks.
- Excellent written & verbal communication skills in English, focused on improving collaboration, understanding, and information exchange across all stakeholders
- Necessary skills to thrive in a tech start-up world, including the ability to work independently, lead without authority and work effectively within an ambiguous, rapidly changing landscape.
- Experience leading policy teams and initiatives at scale in a large organization.
- Capability to build and maintain excellent relationships with high-ranking governmental authorities, research/academic institutions, community or industry influencers, and other third parties who may have significant influence on public policies that are related to GTF business.
- Proven ability to conceive, analyze, develop and execute medium-to-long term strategies and campaigns to deal with complex issues of technology, policy and law, involving multiple issues and players.
- Good network and relationship with key policy makers and regulatory stakeholders in Indonesia related to financial services, fiscal or economy is a big plus.

The Public Policy and Government Relation (PPGR) team consists of 40+ people across Southeast Asia who are experts in communications, stakeholder mobilization, reputation management, and crisis management.
