POSITION MANDATE
Resonance is seeking candidates that are local nationals to serve as the Endangered, Threatened, and Protection (ETP) Lead for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project expected to start implementation in July 2022. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives: 
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  
2. Strengthened small-scale fisheries governance.  
3. Increased government and market-based incentives for sustainable seafood products.   
4. Improved protection of ETP marine species affected by fishing practices.  

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 
The ETP Lead will oversee the design and implementation of strategies and activities under USAID Ber-IKAN Objective 4, “Improving the Protection of ETP Marine Species Affected by Fishing Practices.” The Lead will serve, with technical backstopping support from San Francisco State University, as a primary facilitator in building and strengthening local, provincial, and national government partners capacity to develop localized understanding of critical ETP bycatch and poaching risks and then using data to integrate protection measures into FMP and MCS approaches. With an eye towards increasing local monitoring, reporting, and enforcement, the ETP Lead will be tasked with, but not limited to, the following functions: 

Governance Collaboration:

  •  Lead and support capacity building of partner governmental staff (DKP, KKP) in developing localized understanding of critical ETP bycatching and poaching risks 
  • Develop and share findings, priorities, and recommendations of capacity building and assessment (ByRA) with KKP and DKP offices 
  • Pilot ETP marine species bycatch data collection modules integrating SIPOLI and Stelina systems 
  • Organize exchange opportunities between DKP, KKP, and NOAA to inform the design of a bycatch data collection and reporting system to align with MMPA requirements 
  • Support development and/or strengthening of FMP for reef fish and endangered (CITES II) species 

Behavior Change:

  • Promote common understanding of ETP bycatch risks and integrate bycatch mitigation to set shared goals 
  • Integrate bycatch mitigation strategies into FMCs, FCMCs, etc. in partnerships with regional coordinators 
  • Serve as a thought leader in how best to incentivize adoption of innovations that mitigate ETP catch 
  • Support engagement of local CBO partners to engage communities engaged in mariculture production to raise awareness of the threatened status of ETP species and regulations on permits, licensing, etc. 

Stakeholder Engagement:

  •  Serve as an advisor to partners on expanding use of the CITES traceability and trade system developed for sharks and rays and on implementing traceability/certification systems for other ETP marine species, like wrasse and groupers 
  • Leverage Ber-IKAN implementing partner’s expertise to support provincial governments in optimizing resourcing of local surveillance and enforcement 
  • Oversee facilitation of on-the-job training for provincial DKP and other key stakeholders 

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in a relevant field, preferably marine biology or marine science 
  • Minimum eight years of professional and directly relevant experience, with an emphasis on endangered species protection and policy relating to marine species 
  • Experience and understanding of technical issues associated with fishing and bycatch and broad knowledge of international biodiversity and conservation issues related to marine species 
  • Experience conducting GIS and spatial analysis (to support the implementation of the project’s risk assessment toolkit) 
  • Good attention to detail, with strong organizational and multi-tasking skills 
  • Outstanding communication skills, including the ability to present complex issues effectively to stakeholders in a persuasive and credible way 
  • Strong verbal and written communication skills (Native fluency in Bahasa Indonesia/Advanced fluency in English) 

PREFERRED EDUCATION & EXPERIENCE

  • Masters’ degree in marine biology or a related field 
  • Experience working in small-scale or artisanal fishing communities, in remote parts of Indonesia 
  • Previous experience working in USAID or International Organization funded projects.  
  • Familiarity with Government of Indonesia processes and regulations.  
  • Experience supervising multi-disciplinary professional staff, with responsibility for performance management, training, and career development, establishing clear directions and objective setting. 
WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION/SECURITY CLEARANCE 
Indonesian Citizenship / Indonesian Work Authorization is required.
