District Coordinator, West Sumbawa

The Strategic Purchasing for Primary Health Care (SP4PHC) project aims to improve how governments purchase primary health care services, focusing on family planning and maternal, newborn, and child health. SP4PHC is supported by a Bill & Melinda Gates Foundation grant and implemented by ThinkWell. The six SP4PHC countries – Burkina Faso, Indonesia, Kenya, Pakistan, the Philippines, and Uganda – like many countries, are trying to figure out how best to engage and pay healthcare providers to improve access to high-quality primary healthcare services while containing costs. Our country-based teams are working with public purchasers – national health ministries, sub-national health departments, and health insurers – to make more deliberate decisions about what services to cover, which providers to contract, and the payment methods and rates to use to improve health outcomes.

In Indonesia, the SP4PHC is working with the Ministry of Health (MoH) c.q Director General of Public Health (DG of PH) to support the MOH’s Health Transformation Agenda, specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. ThinkWell is partnering with universities and district-level stakeholders on these reforms under a Consortium framework in four districts (Badung, Garut, Pidie, and West Sumbawa).

The District Coordinator (DC) will report to the Technical Advisor at ThinkWell Jakarta and is planned to be seconded in District Health Office. He or she will act as a liaison, providing both technical support for PHC reform and policy work support for District Health Office (DHO). This is a full-time position based in West Sumbawa, NTB.

Technical Support

• Provide technical support for PHC reform to the district government and other partner organizations.
• Together with a partner university (Universitas Gadjah Mada), contribute to the research design at the district level.
• Together with a partner university (Universitas Gadjah Mada), facilitate quantitative and qualitative research.
• Together with a partner university (Universitas Gadjah Mada), support data management and ensure data quality for the research project.
• Together with ThinkWell Jakarta, develop learning products based on the ongoing research at the district.
• Coordinate field monitoring and liaise with external parties.
• Provide logistical support to the consortium as required.
• Coordinate with the university to identify additional purchasing-related research questions.

Strategic Partnerships

• Develop and maintain strong working relations with technical and management units in partner organizations.
• Arranging interviews, discussions, and meetings with various stakeholders in the district as required.
• Contribute to developing strategic networks and partnerships to build the portfolio of ThinkWell Indonesia in the district.
• Provide policy work support, especially in the area of PHC, for the district government as required.

Project Reporting and Representation

• Draft or revise sections of both government and donor reports and coordinate team member input.
• Routinely updating and working with district stakeholders, especially DHO.
• Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events.

1. BA/BS and 5+ years experience or graduate degree and 3+ years experience;
2. Relevant work experience in a district-level institution preferably with some experience managing projects;
3. Advanced proficiency in Excel and PowerPoint required;
4. Exceptional analytical, research and problem solving capabilities;
5. A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
6. Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders;
7. Full English fluency, second language a plus;

9. Ability and willingness to travel up to 25%.
