The Strategic Purchasing for Primary Health Care (SP4PHC) project aims to improve how governments purchase primary health care services, focusing on family planning and maternal, newborn, and child health. SP4PHC is supported by a Bill & Melinda Gates Foundation grant and implemented by ThinkWell. The six SP4PHC countries – Burkina Faso, Indonesia, Kenya, Pakistan, the Philippines, and Uganda – like many countries, are trying to figure out how best to engage and pay healthcare providers to improve access to high-quality primary healthcare services while containing costs. Our country-based teams are working with public purchasers – national health ministries, sub-national health departments, and health insurers – to make more deliberate decisions about what services to cover, which providers to contract, and the payment methods and rates to use to improve health outcomes.
In Indonesia, the SP4PHC is working with the Ministry of Health (MoH) c.q Director General of Public Health (DG of PH) to support the MOH’s Health Transformation Agenda, specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. ThinkWell is partnering with universities and district-level stakeholders on these reforms under a Consortium framework in four districts (Badung, Garut, Pidie, and West Sumbawa).
The District Coordinator (DC) will report to the Technical Advisor at ThinkWell Jakarta and is planned to be seconded in District Health Office. He or she will act as a liaison, providing both technical support for PHC reform and policy work support for District Health Office (DHO). This is a full-time position based in West Sumbawa, NTB.
