The Contracts Manager will be responsible for overseeing contracts and compliance functions across the potential Health Technical Assistance Project (Bantu Dua), a five-year USAID bilateral contract for the provision of Health Technical Assistance. Bantu Dua will identify, recruit, hire, administer and support qualified individuals or organizations that will provide short or long-term technical assistance directly to the Government of Indonesia (GOI) as needed and requested by USAID. The Activity will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the GOI, and other relevant stakeholders.

The Contracts Manager is responsible for facilitating contracts with partner organizations and individual consultants. The Manager will provide in-house expertise, guidance and advice to project personnel regarding funder regulations and requirements, as well as compliance with local labor laws. The Manager will report to the Project Director for Bantu Dua based in Indonesia.

This is a full-time position based in Indonesia and is contingent on ThinkWell securing the proposal.

Contracts Management

  • Manage contracts duties for the project, especially for consultants and partners, providing coordination, guidance, and direction.
  • Review and negotiate terms and conditions with clients, vendors, and other suppliers.
  • Provide subaward/subcontracts management, including issuing awards, drafting modifications, reviewing budgets, invoices, obtaining approvals, providing training materials, etc.
  • Ensure compliance with award requirements.
  • Prepare RFQs/RFPs, review quotes/proposals, assist in selecting vendor/contractor, help in documenting selection, obtaining any necessary approvals, and issuing award.
  • Negotiate and manage consulting agreements for short- and long-term technical assistance.
  • Support budget preparation and/or review for budgets to be submitted to a donor (budget realignments, ceiling increases, extensions, etc).

Capacity Building

  • Train project employees on contract and compliance topics, policies, and procedures.
  • Provide counsel, coaching and advice to partners or individual as needed to support compliance, strong donor relations and new business development.
  • Engage employees with an approachable, diplomatic demeanor to encourage improved compliance-related behavior, explaining the connection between strong compliance, project quality and long-term firm success.

  • BA/BS and 8+ years experience or graduate degree and 6+ years experience.
  • Substantial work experience in international development procurement and contracts/subcontracts management.
  • Experience with USG rules, regulations, and FAR/OMB. USAID contracts experience preferred, but CDC, private foundation, and corporation contracts experience welcome.
  • Adept at communicating technical information to non-technical audiences.
  • A team player, motivated to provide subject matter expertise with a collaborative, customer service orientation.
  • Demonstrated ability to complete tasks quickly, thoroughly, and conscientiously with attention to detail and a responsive, ‘can-do’ attitude.
  • Proven track record in budgeting and financial management.

  • Fluency in English required; Bahasa Indonesian language ability is a plus.
  • Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
