Position Mandate
Resonance is seeking qualified technical and program operations experts for an anticipated USAID/Indonesia Ber-IKAN Activity, which is expected to be awarded in 2022. The bid will be focused on advancing Indonesia’s self-reliance through improved sustainable and equitable management of fisheries.  

Responsibilities
Candidates with experience and qualifications in the below positions should submit their CVs for consideration for key roles on the project. 

Chief of Party Qualifications

  • Advanced degree: international development, natural resources management, marine and coastal studies, fisheries management, or related field  
  • At least 10 years of experience in sustainable fisheries management, coastal resource management and/or coastal livelihoods  
  • Experience on similar development programs in Indonesia, experience as a USAID COP or DCOP preferred  
  • Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities, and engaging with local organizations and stakeholders in Indonesia  
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management, particularly in a remote environment 
  • Proficiency addressing factors that maximize gender and social inclusion, MEL, and communications 
  • Excellent speaking, reading, and writing ability in English; professional competency in Bahasa Indonesia strongly preferred 

Deputy Chief of Party Qualifications

  • Advanced degree in international development, natural resource management, marine and coastal studies, fisheries management, or a related field 
  • At least five years of senior management experience on large international donor programs in Indonesia; USAID experience strongly preferred 
  • Proven technical experience in Indonesia in sustainable fisheries management, coastal resource management, or relevant technical area, and familiarity with best practices 
  • Demonstrated experience liaising with high-level representatives from the public and private sectors, and with local organizations and stakeholders" 
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management, particularly in teams working across geographic areas" 
  • Proven ability to respond quickly to newly emergent tasks 
  • Strong management, interpersonal, and teamwork skills 
  • Excellent written and oral communications skills in English and Bahasa Indonesia 
  • Indonesian citizenship 

Operations and Finance Director Qualifications

  • Bachelor’s degree in international development, business administration, or related field; master’s preferred 
  • At least eight years of experience working on international development programs in a similar capacity 
  • Demonstrated experience building the capacity of grantees 
  • Strong familiarity with USAID rules and regulations, ensuring contract compliance with relevant FAR, AIDAR, 2CFR 200, and ADS 303 
  • Experience overseeing GUC Funds 
  • Strong interpersonal skills and experience working with multidisciplinary teams in Indonesia and the United States, and overseeing junior staff 
  • Excellent oral and written communication skills in English; competency in Bahasa Indonesia preferred 

Monitoring, Evaluation, and Learning/Collaborating, and Learning and Adapting Specialist Qualifications

  • Bachelor’s degree in international development, evaluation, statistics, economics, or a related field; master’s degree preferred 
  • Proven technical experience in monitoring, evaluation, and CLA on USAID projects  
  • Demonstrated experience liaising with representatives from the public and private sectors, and with local organizations and stakeholders, to collect data and analyze progress or constraints 
  • Experience in sustainable fisheries management, natural resource management, or relevant technical area preferred 
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management 
  • Proven ability to respond quickly to newly emergent tasks 
  • Strong management, interpersonal, and teamwork skills 
  • Excellent written and oral communication skills in English and Bahasa Indonesia 
  • Indonesian citizenship
